Temporary supply alterations should be designed and recorded, not just added because someone has a spare breaker. On bigger jobs I would expect the electrical contractor to install/test and the principal contractor to control the permit and records.
That is my view as well. The awkward bit is the request often comes from a director who thinks it is just a socket in the car park.
Put it through temporary works or the site electrical procedure, whichever your project uses. The minute vehicles and public visitors are involved, it needs proper signage, protection and inspection records.
