He needs a Red Apprentice CSCS card. You apply through the CSCS website, you need evidence of his apprenticeship enrollment and the college should help with this. It's valid until his apprenticeship ends. He can't be on a Tier 1 site without it.
The red card is right. He'll need to have passed the CITB Health Safety and Environment test too (the touchscreen one at a Pearson Vue centre). Book it before he starts on site. For under 19s it's a slightly different version of the test.
Worth knowing the employer levy applies once you're employing people. If your payroll is over £120k a year you need to register and pay the levy, but you also get grants back for training. Apprenticeship grants from CITB are decent and most small builders leave money on the table not claiming them.
