A design change is absolutely a variation. Even if the result is that you end up back to the originally intended scope, the act of changing the design and requiring additional or different work is a variation event. Hold firm. The fact they're calling it 'making good' is them trying to find a way to not pay.
Do not start work without written instruction. Email them today stating that the additional elevation is not within the original contracted scope, that you are happy to carry out the additional works, and that you will proceed upon receipt of a written variation instruction or formal instruction under the contract. If they tell you verbally to crack on, follow up every conversation with 'as discussed, we will proceed once we receive written confirmation'.
And attach your original quote/scope to the email so there's no argument about what was and wasn't included. 'Within the original scope' is a common tactic to avoid paying for extras. You have a description of works somewhere, reference it specifically.
They're calling it 'making good' after a design change. That doesn't sound like within scope to me.
