Worth first raising it informally in writing as an access issue and asking the main contractor to either open the gates at 7 or formally confirm that contracted hours start at 7:30 (which would be a contract variation). Their response will tell you whether this is going to be easy or contentious.
Raised it in an email and the SM said it was 'site operational reasons'. That doesn't address the contract issue at all.
That's actually useful — you now have it in writing that they've acknowledged the gates aren't open at 7 and their reason. Escalate to the commercial manager or contracts manager directly. The SM isn't the right person to resolve a contract hours dispute.
This is a loss and expense claim. Your contract says 7:00 access, you're not getting 7:00 access. You can claim the half hour per day per worker as a preliminary cost. Keep accurate records from today. Calculate the back pay and send a formal claim notice.
