Daily diary with photos every morning before you start, plus an email to the PM listing the blockers and the labour/plant stood. Use the words "notified delay event" if your contract has that mechanism. Do it while it is happening, not two weeks later.
Had exactly this on a civils package in Leeds. We logged wagon waiting time separately and got most of it paid because the timestamped photos showed the entrance was mud. Without photos it would have been our word against theirs.
If welfare is not connected and access is unsafe, that is not a ready site. Keep it factual: what is missing, what risk it creates, and what work cannot proceed. Avoid the rant in the official email even if everyone deserves one.
